During my early years on this site I too thought that downvoting was not ok but later realized that I was not doing a saintly task by not downvoting. Complaining/arguing in comments is absolutely of no use. You have not downvoted so far in meta (checked from your profile). That's not good at all. In a democracy if you decide not to vote you shud not expect to change a system. Similarly here we can not arrive at a consensus unless you vote up or down.
